I think you should be able to use the phone in France, but you probably won't get Android updates there. It might help if you after having arrived in France remove your US SIM, do a factory reset, switch off the phone, insert the french SIM, and then agree to configure the device according to the new SIM. Might work, might not. What you could do : contact a Samsung Service Center and let them overwrite the US Android with a french one.
