I wouldn't think so as I'm using the Note 9 on Samsung One Ui / Pie and the latest April update with no charging issues.
Can you first try a soft reboot by turning the phone Off and On.
If no remedy this way then can you try another charging brick and cord. I appreciate its charging while Off but this is a process of elimination.
If needed then please visit a Samsung Experience Store or Samsung Service Centre for further support.
