Usually, when hands are wet the phone won't accept interaction. I would suggest if you tap rapidly, say the home button or maybe a link the phone would recognise that these touches are infact you.

that does not make your phone secure as anybody could walk away with your phone and use it

Then surely the answer is, dry your hands.
Your suggestion of double or tripple tapping would be a real security issue.
