Samsung n960u1 features missing from att?

I am setting up my Note 9 and its a model n960u1 and seems to be missing the wifi calling and from what I understand the advanced messaging is also not avail.
Is this a software update issue or are those options only avail if I buy directly from ATT?

Wifi calling needs to be provisioned by the mobile phone network before it'll work on the phone @Raddude

I found the answer and its not avail on the SM-N960U1 that i purchased. But its a software update for the SM-N960U model. So all is not lost.
