DND Calls Come through while on Bluetooth

While using the settings shown in the images, phone calls from people not in my contact's list still come through on my bluetooth device. I am using a pair of Bose QC35 bluetooth headphones and it'll basically mute all audio and say "Call from (caller's number)" for about 20 seconds until it eventually hangs up. Pretty annoying to have this happen consistently while I'm working and listening to music.

Is there a fix?

I have the same problem with a Panasonic Link to Cell cordless phone passing text notifications through.  It uses Bluetooth for the link.

my wife’s iPhone 5C works correctly with the Panasonic phone.  Neither an S5 or S9 works correctly
