Galaxy Note20 SeriesI pre ordered my N20 Ultra direct from Samsung and as such part of the Pre ordering of the phone was choosing one of the freebies which one was the Galaxy Buds Live.
They followed the phone after a couple of weeks.
Some others have encountered similar issues to yours when they've purchased the phone from a Network as proof of purchase is needed and some find the proof of purchase supplied by the Network isn't accepted by Samsung.
The promotion is part of the deal you accepted with your network so I'm assuming you've spoken with your network provider to levy your complaint too ?
There is T&C's with all offers @Immy564 that typically include where the phone was purchased from, start and end dates of the promotion, proof of purchase and a while stocks last proviso.

Going from some of the threads on this forum and on others your not alone when running into difficulties when claiming.
Maybe the whole process needs looking at between the Network's and Samsung.
I think the initial safeguard is that a person can't purchase a phone and then order the freebie, receive it, and then send the phone back.
Again I'm not suggesting you would do this but it has happened. Hence the time frames of ordering and making a claim etc.
May I assume you've checked any spam emails Inboxes as occasionally such emails can drop into them.
What was the email advising that they said was sent ?
You could raise a complaint with your network and see what they do. They may give a credit to pay for some earphones as your there customer.

I had to send the Mystic Bronze Buds Live back when I sent the N20 Ultra back to Samsung UK.
