It depends what's causing the issue, @Julie84. If it's an app and you reinstall it then yes, the issue may well persist. What reason are you wanting to Factory Reset your phone for please?

Typically a factory reset can help as this takes the phone back to its last successful software update, and clears the phone of the junk files as well as your own files and data.
If the issues however is somehow integrated into your back up then this could reintroduce issues when setting the phone back up.
This is why some won't use the back up to begin with and see what happens to highlight whether it's the phone or back up.
Personally I clear my phone's System Cache File's first and when re introducing my apps I do this via MyLibrary in my Playstore.
Some try their sim card in another phone as a process of elimination to rule out the sim card too etc.
They also ask the network to perform a sim swap to replace their current sim card.
Also asking the network to flush the account can help in some case's @Julie84
