The only settings option I'm aware of is in Settings … Display … Full Screen Apps and toggle on what you'd like to see in full screen.
Apart from that their is the full screen option when scrolling in Gallery which is in Gallery … Prese the Hamburger Icon in the bottom Rh corner … Settings … Toggle on Full Screen Scrolling.
I'm not sure if there is an app in the Playstore or something in features like Samsung Goodlock or another Gallery App that will achieve what you want to do.

@dingo64: It will depend on which aspect you captured the photo with as to whether you can make it full screen. If you use the 'Full' aspect in the Camera app, and take the photo in landscape, then it will be a full screen image when you rotate the phone to landscape in your Gallery.
