I have note 20 ultra sm-n9860 and I want to change  to official sm-n986U1 rom.

first of all you describe two different devices, so different roms and probably don't work one to other. the sm-n9860 is the model not the rom so is sm-n986u1

Yes you can change rom in general. Your bootloader needs to be unlocked if you do that. This will void (in some cases) your warranty even if the new rom is again an official samsung firmware. As @shouldanglesdie says the two roms (models) you mentioned are for different phone. Only roms for the same phone will work, you need to be very careful with that. However even if you change roms it does not mean that Samsung Pay will work.

you can find matching roms in sammobile.com by entering the model of your device. usually the roms are just from different countries, be careful because you have the snapdragon version.
