This bug has existed for at least 10 years by now, but if my phone dies or I reboot it, etc. The notifications from before the shutdown do not show up again after boot. Additionally, an app update will also clear the app's notifications.
This is a pretty significant issue. I would like to avoid third party applications to fix this bug. The fact that those third party solutions exist should be reason enough to make this functionality an official part of the OS. I believe this could be done better by the OS anyway.
This is also a barrier to people restarting their phone or updating certain apps. I find myself picking and choosing which app I don't want to update to avoid losing its notifications and not wanting to restart because of the same reason.
If I wanted to clear notifications, there's a button for that.

Any information in the 'volatile' memory RAM when the phone dies or switches off will be lost. A reboot will have an empty RAM.
Solution: don't let your phone die or reboot it, until you have seen your notifications.

These are unhelpful comments that dodge the problem. If we want Samsung to improve, we shouldn't shoot down criticism of legitimate issues.
And as a software engineer, I'm well aware of the limitations, which is why this needs to be fixed, it's not a difficult fix either.
