With holding a number - settings/prefixes do not work for all networks - why?

I need to be able to with hold my number when using it for work. 

I have tried using the prefixes 141 and #31# and changing the settings on my handset in the supplementary services but this has not resolved the issue. 

When I call numbers that are on Sky, O2, EE the number is withheld. When I phone a friend on Three - my number is shown. 

I thought this may have been an issue with my network provider but I tried using my SIM in an Iphone and the number is blocked when calling my friend on Three. 

I have recently upgraded my phone from an A40 to an A41 hoping this would rectify the issue but it hasn't. 

Has anyone else had experience of this, if so how did you resolve the issue?

No, not yet. I have spoken with my network provider and they were unsure why I am having this issue. Thought I would post on here first to see if anyone had a similar issue and found a solution.
