Voicemail is recorded by your network operator not natively on your phone. You should have a phone number in your contacts for voicemail. Your phone will show a notification when you have new voicemail.

Some networks you have to turn it on so for example for Vodafone you need to call 1211 to turn the inbox on.
Once turned on, people can leave your VM and then you should be able to get the notifications and call your inbox directly via the phone.
