I'm being thrown out of some settings.  Permissions and the Battery and device care sectins mainly. So I can't turn off phone, even eith the android 2 button reset or give Permissions or reset

I've found a PDF text voice recordercorder app in the Permissions which I can't delete. It appears this is what is throwing me out

Try and get your phone into Safe Mode. See these different ways https://thedroidguy.com/enter-safe-mode-galaxy-a52-1152187

Once in safe mode you can delete the app. Where did you download it from?
