I keep being told to change the settings but nothing happens. Worked on earlier phones and installed on this new one but it does not open and run.

Have you tried clearing the cache in Samsung Health ?

Close the app down and then in Settings, Apps , Samsung Health,  Storage and then clear Cache. If absolutely necessary consider also clearing data.

Did that. Also tried uninstall and reinstall. Same problem continues.

Sorry to hear that.

Perhaps also try > Clear Cache Files from the phone's System Partition Section  > https://www.samsung.com/uk/support/mobile-devices/how-do-i-clear-the-cache-on-my-device/ You may need to insert your earphones or hook upto a powered On Laptop to access the Clear Partition Section. This may help with lag or stutters as this clears the phone of old/unused or broken cache files.There is also a Repair Apps option in the Menu System too. 

Perhaps check the apps permissions too.

If necessary send an error report to Samsung via your Samsung Members App.

New phone,nothing old on it.
The problem was the permissions. I have no idea why some of them are required. No explanation, nothing on Samsung websites. Sorted now.

Resolved by talking to technical support but they were difficult to reach and did not know which permissions were required or, mostly, why.
