If Samsung Pay isn't already on the phone by searching for it in it's search bar then search for it in the Playstore to see if it's a download option.
If it isn't then did you purchase from Samsung UK or another seller ?
If another seller then it could be a grey import which can mean in some cases Samsung Pay won't work.
If you download PhoneINFO from the Playstore then look at what the active csc is via that app which then searchingvthat csc that should help to know where the phone is from.
If it's from the UK it should have EUX or BTU csc.
You can also check in Settings > About Phone > Software Information > Service Provider Software Version.
If all else fails you may need to use Google Pay instead @JoshP89
