Is there a difference between a16 4g and a16 5g? ( Beside the price ) My twins birthday next week and they looking for new phones

If budget allows, get the 5g to ensure they can access the best and latest network.

Yes. One allows for 5g networks and one allows for 4g.

imo get 5g as this will open opportunity for faster signal in more places
