Is it the Samsung Notes App that your using ?
Can you say exactly what your doing and I'll try to re enact it to see what happens on my phone.
In the interim you can clear the Cache of the Notes App via long holding down on the app icon and tap on i and then tap on Storage and Clear Cache.
You can also Clear the Storage of One Ui by going into Apps and tap on the icon to let all system apps show ,and scroll down to one Ui and again tap on Storage and Clear Cache.

It just happened to me. It was fine yesterday, I use notes all of the time for client contact details etc. Suddenly today, no active links. I tried updating the app but saw it had the latest version & so embarked upon a web search.
I saw something about clicking the book thing, which didn't make a lot of sense as there was just a PDF icon at the top,, little did I realise that they meant inside of each note.
So, it is to do with the latest update. They made a radical change to the way Notes work WITHOUT TELLING ANYONE !!!
This has driven me mad for an hour, thankfully I know the score now, annoying though it is. Read on.
So previously, you open a note & there it is, active links for things like email, phone numbers, URLs & so on,, assuming that you have that feature turned on in settings of course. So, to edit that document all you had to do was click it & it changed to an editable format & the links turned to plain text so they can be edited just like the rest of the text, then when finished you just clicked BACK < & the note appeared with the active links again.
OK, Now what happens is, as you have seen, you get a plain Note with no hyperlinks which Opens in EDIT MODE. At the top of Each note in its open state there is a little book symbol, which nobody till now or from what I have seen has adequately described, as I was looking at the top of the app global parent with all the note thumbnails. Anyway, what you have to do now is, Click the Book symbol inside each note, in order to activate the hyperlinks. Only those in the open note are activated & you need to do this each time for every note, so none of them are permanent, you have to now do this EVERY TIME. ***** annoying. I don't know if this is an error which will be corrected with another update, OR if perhaps it is a security thing. In any event, to not tell people is BAD, I almost gave up with it, however I rely on it so much & have lots of info in there.
I really hope that helps, there it is, that's how to fix it,, For now at least.

No it's not, they changed how the app works, see my other reply. Click the book tab at the top of each open note. So much misleading info out there, the answer is simply but REALLY ANNOYING
