Anytime I turn my A51 on this message just keeps appearing and even if I skip it or enter my phone number to continue it just won't stop popping up when the device is starting. How do I fix it?

You could try clearing your phones system cache files.

How-do-i-clear-the-cache-on-my-device. 

Some phones need to be hooked upto a computer or have the earphones inserted to get to the system cache file recovery menu.
