Is Galaxy A21s carrier unlocked?

Hi. I'm purchasing a samsung galaxy a21s 128gb (sim free) from the official website. I'd like to know that will this phone's carrier be unlocked? Since i intend to use it abroad.

The phone won't have a carrier as it unlocked to all networks. The only issue may be region restrictions. ie Europe version and you want to use it in the States
