it will be as fast as it can remember it is there budget market phone

A simple trick to make the phone feel faster is reducing the animation/ transition scale to 0.5x in developer options 👍

i turned it fully off

that's the fastest the phone will get im afraid, you could try and reduce animations in advanced features
