And I Wonder, Does it have Bixby Voice, if NOT, can i Change Bixby, if YES, How?

Samsung is not providing Bixby Voice feature on Galaxy A6+.

According to wikipedia.org/wiki/Bixby_(virtual_assistant) that model of phone has "Bixby Home and Vision)"

A few of the online sites showing features and specs show Bixby as provided. 

I'm not sure about the alternative such as Google Assistant. 

I would suggest that you contact your Samsung Support Telephone Number to ask directly or if possible pop into your most local Highstreet that has retail models of that phone on display to check.
