That is normal and with every Beta Firmware.

Google Pay does  not work because the firmware is not certified by Google.

It will work again once the final firmware is out,

It is exactly as @Graykenhill has said.
Due to the Beta binary not being considered "official" it can't be certified. So Google Pay or some banking apps will not allow the payment with the phone.

But once the official version has been released, it will not be a problem 😁
