bubble notifications fade without showing

Anyone have this issue 

The bubbles notification fails to open each time. eg Telegram for example it appears as a bubble but when you touch it fades, it expands for a second but fails to show the new message fail to open the app

I have tried this with WhatsApp and Messages app and it opens just fine for me. 

Have you tried to apply a Smart pop-up view as floating notification style? Does the same thing happen with it? And when you re-apply bubble style, are there no changes?

Just to be sure, please remember to send an error report via Samsung Members when you encounter that problem again!
