Hi, you can download Samsung Notes from Microsoft Sotr on your Windows PC, but to sync samsung notes, you also need to download samsung account app. Here are all the apps necessary and can be found on Microsoft Store:

• Samsung Notes
• Samsung Account
• Samsung continuity Service
• Samsung Cloud
