Problem:
Whenever the system is logged on, the Alt-Space shortcut to open a window's menu does not work.
After disabling every program running on startup, it turns out that the culprit is Samsung Magician.
When this happens, open Samsung Magician once from its tray icon and close it, Alt-Space works again.
The problem only occurs if Samsung Magician is set to run on startup.
If Samsung Magician is not set to run on startup but is manually started, the problem never occurs.
