Dolby Atmos on HW-Q600A with 9100s is broken.

Hi everyone, I have been having issues with the Q600A. I know it's an older system but my previous setup didn't pass through Atmos, so I've only recently noticed. I've been tearing my hair out trying to fix things.

I feel like Atmos content on this setup just doesn't work the way it's supposed to. It recognizes and plays Atmos content, but I feel the mapping is completely off. For one, the rear speakers are at a much lower volume than when playing 'normal' 5.1 content. For normal surround, I have them set to -3 because they're quite close, for Atmos, I have to put them to +6. As far as I can tell, there is no way for the soundbar to have different settings for 'normal' and Atmos.

I've tried resetting the soundbar, and it's an issue that happens both via ARC and HDMI-in on two different devices so it has to be an issue with the soundbar. Does anyone know of these issues, I'm on the latest firmware?
