You mean the mains whine from the adaptor. Yes it can happen, so long as it works fine there's nothing to worry about.

My Samsung charger doesn't make a sound when charging my device and I have never experienced that with any other brand of smartphone personally I would request a replacement

don't listen to someone telling you a charger making that kind of noise is nothing to worry about when it's YOUR expensive hardware at risk.

I've only had one charger sound similar to that and it started melting 15mins into making a weird noise.

never heard a charger asides from that one make noises since the 0.5A charger era.
