My partner is trying to access her old Samsung cloud to access photos, she no longer has a Samsung phone or the related sim card. Is there anyway I can do it on my Samsung s20, or is there away to update the phone no associated with that account so she can reply to the verification email.

She can sign in her login on ur samsung cloud and see if it works.

She has but its asking for the verification code sent to her mobile, and obviously she can't access that.

As @keith30 suggests. Try login in to that Samsung account online on a PC/laptop. Then update or remove the phone details.
