Galaxy S8 Camera Glitch in Low Light

As you can see when i turn on camera in low light its pretty good but when i change to video mode its really weird. Why is this happening? Is this normal or just bug in my system?

The problem is still there in Safe Mode. I had this problem since i got the phone from my uncle (about 2 months) but when i got it i did a factory reset.

Ok, i don't know if this helps but i just tried using 1:1 and full resolution and it turns out the problem is only in 16:9. In 1:1 resolution (low light) everything is ok and even with Full resolution video everything is normal. But when i change to 16:9 it starts glitching out.
