Samsung note 10 internet offline

Ok so idk why but for some odd reason I cannot access some apps through mobile data. It first started with the uber driver app. It wouldn't even load. Then it started doing that for every app and I had to go into the settings to select which apps to use mobile data with. I had to uninstall the uber app in order for it to work again. Now I cannot login into the earnin app as it tells me that it appears my internet is offline or around those lines. I have tried restarting the phone but it still says that. So what do I gotta do t ok make my phone go back online and be able to connect to the internet. Btw I am connected to my wifi and it still saying that

Let's start with a couple of basics. Is the software on your phone up to date? Go to Apps > Settings > Software update > Download and install. Also, let's try a soft reset on the phone. This will end all processes and give the phone a fresh start. To do this, press and hold the 'Power' and 'Volume Down' buttons until the phone restarts.
