Try to get the update via Samsung's SmartSwitch PC program. If that doesn't work :
When you first put your SIM from Philippines into the phone, had it already been configured ?
When you put a SIM into a phone before the inital configuration, it should ask you whether to do an extra special reset and configure according to the SIM region. So if need be you could try to do a factory reset with SIM, then insert the SIM before configuring, then agree to configure according to new SIM region.
Or you could bring the phone to Samsung, they can completely install the new os.
