mmm Maybe this issue has something to do with the country that I have set up under my samsung account? I have Spain as Country. I am from Spain but living here in Poland for more than 2 years now..... I hope it is not because of that.... :(
It may be a problem. AFAIK, promotional codes are offered on the territories of Poland (code) and UK (discount).
You may try to ask a Polish friend for help.
Let me gather most important informations...
1. You have purchased Galaxy S9+ in Poland,
2. You have activated your phone with Polish SIM card,
3. Your Samsung Account have been set up with Spain as country.
Conditions #1 and #2 are neccessary to get the code in Samsung Members app.
I'm not sure if country settings of Samsung Account are related to lack of promotional code.
I will try to check that.

Let me add some more informations:
Condition #1 is met, phone was bought through https://sklepsamsung.pl/
Condition #2 I believe was met, I did a call from polish sim card for more than 5 minutes, as a representative from Samsung support told me to do.
Condition #3, country in samsung account, is Spain, but I have called today to samsung account support (polish support in English) to request them to change that to Poland. I hope this is not causing the issue but just to be sure and... also because since I have Spain in the account, through Samsung Members application, every time that I was trying to request chat support or any support, it refers me to the support options in Spain and they were telling me that they can provide technical support about the device, but obviously not about any purchase because it was done in another country and not in Spain... logically.
So I preferred to change the country to Poland to avoid this kind of issues in the future. What do you think guys? I am afraid that for this reason I will lose the right to have the code and to benefit from the promotion, despite that it is not my fault because is something that was set by default the first time I created my samsung account and also because nothing is written about the "country" under Samsung account in the promotion regulations.

@Mateusz2 poczekaj jakiś czas, kod promocyjny może pojawić się po 24 godzinach, o czym pisali już inni.
Pamiętaj też, że promocja trwa do 31 marca lub do wyczerpania puli przeznaczonej na promocje.

Kupilem S9+ miesiąc temu. Apka Samsung members została pobrana ze sklepu Play. Nie zauwazylem w aplikacjach aby byl jej odpowiednik fabrycznie zainstalowany. Jest połączona z samsung account. Telefon zarejestrowany. W zakładce korzyści nie wyświetlają mi się żadne banery. Czy dlatego że dopiero wczoraj 20.04 rejestrowałem produkt ? Mam jeszcze szansę na skorzystanie z promocji?
