I have been trying to connect my Garmin Fenix to my S10+ but cannot manage. If I try and use the Garmin Connect app, it doesn't recognise the device and the pairing times out. When I try and connect the watch using the bluetooth pairing option on the phone the passcode appears on the watch but the pairing never completes and again times out.
I have deleted and reinstalled the Connect app, have factory reset the watch etc but still cannot manage.
Any suggestions gratefully appreciated!
I have have recently changed phone from Sony Experia Z5 to Samsung S10e. On Sony I had no problem connecting to Garmin Fenix 3HR with bluetooth, but on Samsung I got exactly the same problem you have.
I managed to fix the problem but connecting the garmin device to my laptop and updated the software on the watch. After doing this it has worked with no issues since.

Reset networkssetting on Samsung -> connect fails
Reset Garmin to factory settings -> connect fails
Updated Garmin to latest version -> connect fails
Updated Samsung to latest version -> connect fails
Connect Samsung to my car -> connect OK
