Actually the original update is provided centrally, but all updates are also approved for a specefic region by the local Samsung. And depending on the carrier it has to be approved by them as well.
Actually, it has been released by Samsung HQ already.
Which basically means: At this point its up to the local Samsung Branch/Carriers to localise, approve and release it. 
And hopefully your carrier isn't a delay factor.

Partly correct, Samsung devices will always get updates from the country where the phones are intended for. This does however not mean that you will get the updates later. If the other country is earlier for any reason, phones that are from that country will simply get the update (Wherever they are ).
