Galaxy Tab A 8, Quick Menu was removed?

So I have had this Tablet since I got my new phone a little over a year now,, never had any issues till recently after a critical update. Now when ever I swipe up from the bottom to select an APP I installed (It don't place them on the home screen anymore) there is no quick menu to drag and drop the icon to the home screen. Or desk top area to make a shortcut now..

It pops up a little bit, but is blank. Any thoughts on what is going on or did they remove it?

I tried looking to see if there is a option to enable it again but I'm not seeing it or over looking it.

You can just long press the app and drag it to wherever you want.

That's the issue, the Settings icon was not on the home screen so I cannot even get to that to click on APPs and then drag it to the home screen.
