My Starred folder continuously empties itself how can I retrieve

Could you clarify which app you're using? Is this a folder within the Gallery app/My Files app, or an app that you've downloaded? Have you checked if these deleted files/folders are in the Recycle bin within the My Files app?

It's you email on my phone not in recycle can't find them

Thank you for clarifying. If you sign in to the same account from a web browser, are you able to see the emails that you have starred? Also, make sure your email account on your A13 is synced. Swipe down from the top of the screen > Toggle on the Sync icon. Then, go into the Email app > 3 lines (top left) > Settings (wheel cog icon) > Select the email account that you’re having an issue with > Email sync schedule > Set sync schedule > Auto.
