Will Samsung Note 10 Plus 5G and Samsung A71 get android 13 ? If yes then when please?

Note 10 plus might not see Android 13. She has lived her full 3years of updates.

On the other hand, the Galaxy aA 71 should receive it, but the dates are not yet very defined. Probably next year. Greetings.

That's right. The Galaxy A71 launched with Android 10, so you should expect to receive the Android 13 update on this model when it is made available in your region. This is based on Samsung's commitment to providing 3 years of software updates for our mobile devices. As the Galaxy Note 10 launched with Android 9, it will not be eligible to receive the update.

Yes Android 13 is scheduled to start rolling out to the A71 in December . With the Note line only the Note 20 series will be eligible for One UI 5.0. some information here https://9to5google.com/2022/11/08/samsung-android-13-update/
