I too have this issue. in the UK the Samsung M31 was an Amazon only purchase and my provider (Vodafone) do support WiFi calling, which this SIM was using on another phone previously.
All wifi calling options seem to be missing from the UI.
I was hoping for a change on the Android 11 update !!

Wi-Fi calling is available on devices from supporting Network Providers, @M315. If this was added on your phone when you purchased your phone from your Network provider, you'll be able to find thin the Phone app > 3 dots in top right > Settings.

Thanks for that but as I have sim only from my Network provider and bought the phone myself ,elsewhere , perhaps that is the problem . The Samsung M31 is not listed on their help page .
