https://eu.community.samsung.com/t5/mobile-apps-services/storage/m-p/2058858#M5666 Samsung have always had issues like this, ive had it since my S3 on every phone until my Note 10+ now, i believe it is a memory leak, a build up old, obsolete files, or files that aren't being deleted properly or left over from uninstalled apps. Either way it can't be found and deleted on the phone, only way to clear that space is to backup and reset your phone.
