S23 connetion to phone for charging only

When I use a (verified good) USB cable to connect my Galaxy S23 to my new Dell PC, which is running a fully up-to-date Windows 11 Pro, I get the following message

Connected for charging only. Tap the USB notification to use the USB for transfering files

1. To what USB notification is this messade referring to

2. Can I channge settings somewhre so that the connection always defaults to connection for file transfer?

Open your notifications after that message appears, there'll be one talking about usb.

As to why this is happening. That notification has always been there, it just defaulted to file transfer mode. In one ui 8 samsung changed it so it defaults to charge only. This prevents juice jacking attacks.

Every time you connect your phone to something via usb, you have to click that notification and explicitly say you want to allow file transfers.

The default can be changed via a setting in developer options if you really want to

You could set a default via Developer Option by the following method. Developer Options-Default USB Configuration, Transferring Files.
