Contacts not sync'ing to Microsoft365

Hi, my main store for my contacts (phone numbers and emails) is Microsoft365.

Currently, my phone contacts isn't sync'ing to my Microsoft account and so new contacts in M365 dont come to my phone contacts and updates on my phone dont go to M365.

I can see that Outlook now stores contacts in the mobile-app so this could be a change made by Microsoft.

I thought that the Contact app used to sync to the M365 account and then other apps such as WhatsApp or Message would use the Contact app. I'd like to understand how it should work (so whats the theory) and then how do I investigate the setup so I can change what's needed to get something working.

My phone is a Samsung A56 running Android v16.
