Hey there

An interesting question.

I cannot say for certain myself but I suspect the reason may be to do with the tech that sits behind them to make them work may be prevalent in more recent S Series devices but not in A Series devices (hence in part why there is such a price difference).

Allow all the Samsung users to download the high quality Samsung TTS voices, regardless of their device

On many of the Galaxy phones that support the new high quality, more neural versions of the new Samsung Text To Speech voices, the Galaxy Store listings only show Default voices, or lower quality of the voices. For the devices that don't use AI, Samsung Text To Speech is used for screen reading solutions as well. Providing a good stock, factory solution that's already good for all the users is important.

For example, on Galaxy A series phones, for the Arabic voice, there's shown only an older version of the voice, most likely the default voice 1, instead of the one that's shown to Galaxy S22 series and onward. Same case with devices older than the Galaxy S22.
It is important to understand that the text to speech voices you release are not to be used for AI only, that screen readers benefit from them as well. Providing a version of the voices that's substantially better and that has less issues, even though it is a little huger and more demanding, is important for phones that can successfully run these voices.
