If you're really struggling it might be worth going into your network store for hands on assistance. I would have thought you have accidentally added the number to the block list but I don't think that should stop you from ringing them.

Did you you block the the numbers by mistake?

Phone >settings > block numbers

Are these calls chargeable on your mobile contract and if so do you have a spend limit? If yes have you exceeded that spend limit?

Have you blocked calls to premium rate numbers at all? Some hospitals still use such numbers on occasion

Yes, EE has unblocked the premium calls on my phone. I'm able to make and receive calls now.
