Just tried to download the app today but it won't allow on Samsung A13 64gb

you mean the chase UK banking app?
banking apps are known yo be very particular. have you updated the firmware of your phone up the latest version , check at settings->software update.
is your Google play system update up to date, check at settings-> security and so -> Google play systems (click)
- check your phone for malware
settings-> device care -> scan phone
- have you rooted your device?
- are developer options activated?
-have you accessibility apps installed ?
(check at settings-> accessibility-> installed apps)?
it could be anyone of these

Chase's website says the app is not compatible with the A13 due to hardware limitations.

But it works fine on the Samsung A12. I just got the A13 and now the app does not work

If it was imported from Saudi Arabia ,it won't work because of software differences. I had this problem and It was checked by the Samsung shop on a diagnostic. Cheap phones on the net, eh?
