Likely that you're phone is not eligible
Only unlocked phone not bought through a carrier network will be eligible
Depending on the phone you have, you haven't said. Only certain ranges of phones will be available for the Beta program

As @Glenntech says the Beta programme is only open to unlocked devices so depending on where your handset was sourced then you may not be eligible, also the Beta programme opens and closes for enrolment so even if your device is eligible then it may be that enrolment has been closed.
The A.13 / OneUI Beta is one of the best I've taken part in and is very stable so official rollout should be on schedule to push next Month

My phone is a carrier branded phone, changed the csc with 1 click on samfw, and here I am enrolled on the beta through the members app 😂

Search on YouTube samfw csc change it literally takes 5 minutes to change over to BTU
