I cannot for the life of me allow my the camera on my Galaxy s21 to grant permission to access the camera.

What's your question
You say you can't allow the camera to access the camera.
Depends on what the website is that want access
You can go into the privacy settings to adjust the permissions

Hi @Mellowyellow if you swipe down you will see the quick Settings Menu,ensure Camera Access is Switched on. As @Glenntech has said you can choose which apps should have access. Go to Settings-Privacy - Permission Manager to adjust these settings. For instance in Samsung Internet and Chrome you can choose Allow whilst using This App,Ask Every Time or Deny. This is also explained in this short video.
