Why are steps from a exercise not adding adding to my step count?

I select the walking exercise, do a few kms and it doesn't add any steps.

@Shaun0305: Which device are you using to measure your steps e.g. phone, wearable, or both? In the meantime, please try restarting the device to address any temporary software issues.

It's a galaxy watch 4 classic and the z fold 3. Individually they count steps, they also count step together correctly unless I'm walking and using my phone then it doesn't count steps correctly. And the exercise issue.

I've tried restarting both devices and still didn't change.
