Have you checked if reduced animations is turned off in :
Settings > accessibility > vision enchantments > reduce animations toggle it off if it's on

Or reduce transparency and blur.

Also check if developer options are enabled on your phone if so disable it or set animations above to 0.5 or more.

I checked all these options, but none of them were the problem, of course, I have to say that the animation of opening the control panel is very difficult to run, it seems to lag, and for the animation to run normally, I have to open and close the control panel several times.

Try wipe cache partition of the phone.

Also try press and hold volume down and power buttons simultaneously until samsung logo appears and vibrates see if that would help, or you can enable reduced animations in settings mentioned and see how it goes.

Also try safe mode and see if problem persists in safe mode if so might be 3rd party apps or themes cousing this.
